The scope and objectives of this project were to present a continental smart device blueprint that would serve as a reference point and basis for Smart Africa member states to develop their smart device policies and strategies. The blueprint covered technical, business, legal and regulatory, as well as economic and social aspects of basic smart devices in Smart Africa member states. The scope of work mainly included smartphones, tablets and PCs (laptops, desktops and 2-in-1s).

The project involved the diagnosis and definition of an integrated action plan, which included several complementary building blocks, covering 16 building blocks – foundation (infrastructure, regulation, skills, entrepreneurship), value chain (production in Africa, distribution, use and disposal/e-waste), critical issues (accessibility, digital inequalities, development impact, digital market) and implementation (national policy framework, stakeholder engagement, cooperative approach and financing).
