This project documented public finance management in the context of the COVID-19 pandemic for the World Health Organization in Angola. It consisted of a report that recorded the response to the COVID-19 pandemic in the country, between 2020 and 2021, from a public finance management perspective.
This was an extensive analysis, based on Government data, which assessed the total cost of public expenditure resulting from the pandemic, the different sources of financing (namely Government financing, loans and grants) and how the funds were allocated. The study analysed how the response to the pandemic was integrated into the General State Budget and the execution of expenditure related to this response.
Finally, the report also addressed aid provided by UNICEF and the social impact of public spending – with a specific focus on social protection measures and national COVID-19 vaccination coverage.
