With a 27-year career, Manuel combines senior executive experience across the financial sector, energy industry, public policy, and development programs, with a proven track record in strategy, financial management, risk governance, and organizational transformation.
In the energy sector Manuel served for nearly eight years as an Executive Director at Hidroeléctrica de Cahora Bassa (HCB) — Mozambique's largest hydropower company, with 2,075 MW of installed capacity — where he played a pivotal role in institutional modernization and strategic repositioning.
Manuel has extensive experience across the financial system, spanning central banking, commercial banking, and board-level governance. His work includes developing macroeconomic analysis, advising on monetary policy, and contributing to the national transition from direct monetary controls to modern, market-based instruments. He has structured and led risk management functions, overseen regulatory compliance, supported major strategic shifts in banking operations, and introduced advanced management tools and governance practices. In his board capacity, he provides independent oversight, strengthens governance frameworks, and constructively challenges executive management to ensure alignment with strategic objectives and risk appetite.
