In an era where data is the new oil, the ability to transform it into actionable insights is a strategic imperative. The Ghana Revenue Authority (GRA) faced a structural challenge: multiple, disintegrated operational systems, reliance on manual processes, increasing difficulty in ensuring tax compliance, and aligning with international standards such as the Common Reporting Standard (CRS) and the Foreign Account Tax Compliance Act (FATCA). The result? Massive information potential, but trapped in disconnected and outdated silos.
This was the starting point for the project led by LBC. Our mission was clear: to support GRA in designing a new technological architecture – a robust data warehouse, combined with international tax reporting platforms, that would put information at the service of more effective decisions, fairer tax policies and more efficient administration.
From diagnosis to architecture: listen first, design later
The methodological approach adopted was based on active listening. We listened to technicians, decision-makers and end users. We understood not only the existing systems, but also the silent obstacles: the slowness in producing reports, the risks of human error, the limitations in predictive analysis and interoperability between systems.
Through a detailed functional and technical analysis, we defined the requirements for the creation of a data warehouse and platforms that would ensure compliance with reporting obligations under the CRS and FATCA. The proposal also included the design of a data governance strategy, support teams and a phased implementation plan, respecting the technological and organizational reality of GRA.
The new model would allow GRA to access massive volumes of data – national and international – quickly, accurately and intelligently. From tax informality to international tax evasion, the system was designed to see where it previously could not see, act where it previously reacted, and predict where it previously only reported.
More than data: trust, equity and social impact
The expected results went far beyond the technological universe. This project laid the foundations for a new culture of transparency and efficiency in Ghana's tax administration. With the new platform, it was possible to:
- Integrate disparate data and automate complex analyses;
- Detect risk behaviors more accurately;
- Reduce manual effort and associated errors;
- Increase voluntary compliance and the tax base;
- Comply with international standards for automatic exchange of information.
In the medium term, the impact will also be felt outside the GRA: greater revenue mobilization will allow the State to invest more and better in health, education and infrastructure – returning to society the value generated by a fairer and more modern tax system.
